Transport manager Lisa Dolan warns: "If the government does not withdraw the penalties then there will be absolute uproar. This out-of-court settlement should apply across the board. You can't be selective on the basis that some hauliers had the benefit of some heavyweight legal help."
According to Zimmer, if the Home Office decides to treat all hauliers equally, the process could take a longtime because of the difficulties in checking the records over who has paid what.
"i expect nothing could realistically be done before December or even the New Year," says Zimmer.
