• Liverpool tipper operator John Campbell has to put his three vehicles through a further annual test, before North Western LA Martin Albu will renew his licence.
A Manchester public inquiry heard last week that Campbell had applied to renew his national licence for seven vehicles and three trailers.
DOT vehicle examiner Eric Bober said he had imposed immediate prohibitions on the two vehicles currently operated during a pre-arranged inspection. The maintenance records were inadequate and maintenance was carried out by a freelance fitter. Campbell said he did not wish to operate more than five vehicles. They would be inspected every four weeks. In July 1990 he was ordered to pay £800 back duty, but this was because a driver had used the vehicle for his own purposes. In May 1991 he was fined £2,000 for unauthorised use and 0-licence and VED offences.
The vehicle was taxed that morning. His son had photocopied an excise licence and an 0-licence because of thefts in the area. He agreed that at the time the vehicle had not been put on the 0-licence.
Albu said that he did not propose to hold the convictions against Campbell's repute as an operator. If three fresh MoT certificates were produced on 30 September, he would renew the licence with a condition that not more than three vehicles be specified at any one time.
