Which of the following most accurately describes the problem?

• Commenting that he was being most lenient and that he had been considering revoking the whole licence, the Western LA, Sir John Potter, curtailed the operator's Licence of Mr N. Edwards of Callington, Cornwall, from five vehicles and one trailer to two vehicles only, at a public inquiry in Plymouth last week.

Mr S. Martin, a vehicle examiner, said that he called at the operator's premises in March 1971 and found the workshop Facilities very poor indeed; no maintenance Forms were being kept and the general ondition of the vehicles was poor.

In July 1972 Mr Martin again saw Mr Edwards and found the premises still insuitable for proper maintenance; no

correct maintenance forms were used and the general condition of the vehicles was far from satisfactory. One vehicle attracted four immediate and one delayed prohibition notices, two vehicles were given defect notices and again in September 1972 two further prohibition notices were issued.

In giving his decision the LA said that it was a very serious case indeed; there had been a general air of lack of attention to the proper maintenance of the vehicles and he pointed out that there was no point in making statements of intention with regard to maintenance when applying for operator's licences if these are not kept. Penalties would have to be imposed.
