Ken Jackson, the TGWU's chief road transport official, tells me that the enforcement file of the Road Haulage Wages Council is confidential to members. Consequently he — or any other member — who might be tempted to give chapter and verse about firms who pay drivers less than the legal minimum, cannot do so.
It would be interesting if someone leaked this information. Are the backward firms all in green fields areas? Are there some special factors which depress rates and compel certain employers to pay below the odds — and incidentally compete unfairly with law-abiding employers? Either way, surely no great harm could be done by a full disclosure. Some people think America will be the stronger for Watergate and its continuing chapters. Dare we not risk a mini-Watergate in Road Haulage?
