SI No 1946 The Road Vehicles (Construction and Use) (Amendment) (No II Regulations 1993—cif 1 September 1993— Implements EC Directive on speed limiters reducing setting for goods vehicles to 56mph with effect for new vehicles from I January 1994. Vehicles first used on or after I January 1988 and used on international journeys are affected from I January 1 995 and on domestic journeys from 1 January 1996. Covers goods vehicles over 12 tonnes MGW. Speed limiters on buses and coaches first used on or after 1 January 1988 must be set at 65mph for vehicles used on international journeys trom 1 January 1 995 and domestic journeys from 1 January 1996. New vehicles from 1 October 1994 will be limited to 65mph. Changes are also made to the speed limiter plate requirements.

The Finance (No 2) Act 1992 (Commencement No6 and Transitional Provisions and Savings) Order 1993— made 20 September 1993. Makes amendments to the exemptions from VED for vehicles used by disabled people.
SI No 2446 (C.51)
The Finance Act 1993, Section 18 (Appointed Day) Order 1993 made 7 October 1993. Increases VED for vehicles carrying exceptional loads (Special Types) to C5,000 from 30 November 1993 (CM 4-10 November 1993 page 38).

of Goods Vehicles Rates) Order 1993—cif 8 November 1993—Modifies the format of the VED tables.

The Road Traffic Accidents (Payments for Treatment) Order 1993—cif 8 November 1993. Increases maximum fee payable by the owner or insurer of a vehicle causing an injury during an accident for resultant hospital treatment from £2,780 to £2,856 for inpatients and from £2,780 to £2,860 for outpatients.
The Road Vehicles (Construction and Use)(Amendment) Regulations. Introduces a 44-tonne limit for artics and drawbars carrying containers, swap bodies or bimodal semi-trailers to or from rail terminals.
Also increases weight limit for drawbar trailer combinations on five or more axles to 38 tonnes and applies 4.2m height limit to artics and drawbars over 35 tonnes GV1A/. Anticipated implementation date 1 January 1994 (CM 11-17 February and 29 July-4 August 1993).
The Quick Frozen Foodstuffs (Amendment) Regulations 1993. Requires monitoring of temperature during transport, storage and warehousing. Anticipated implementation date was 31 July 1993—now delayed (CM 5-12 November 1992 and 7-13 October 1993).
The Road Vehicles (Construction and Use)(Amendment) Regulations. In-cab height signs for vehicles over 3m; warning systems for vehicles with high-level power operated equipment; notification to highway authorities of vehicle and loads operating above 4.88m. Anticipated imoementation date now I January 1994 (CM 21-28 October 1993).
Prohibition Review—revision of Prohibition system and Classification of Defects. New procedures planned for implementation on 2 January 1 994 (CM 15-21 July 1993).
New fees for annual testing of LGVs and PCVs—due to be introduced in December.
