Which of the following most accurately describes the problem?

RECRUITMENT COMPANY Manpower predicts an increase in haulage industry recruitment for the fourth quarter of 2007 following a survey of employers in the UK transport sector.

Some 18% of the 2,100 employers surveyed intend to take on more staff before December 2007 and only 4% are planning job cuts. This is an increase of 10% on the previous quarter but a 2% decrease on the same period last year.

Simon Edwards, head of driving at Manpower, says: "I'd certainly expect hiring within the transport sector to pick up going into the winter months. VVe've seen an increase in demand for drivers already and we're expecting this to continue in the run-up to Christmas.

"It's also a particularly busy time for many of our clients as Christmas drastically increases the workload for mail and parcel logistics and couriers, and the cold weather increases tanker deliveries for winter fuel."
