The forthcoming election is, say the cynics, the spur to this activity. Mr. Wilson has made it clear that local authorities will quickly be given powers to make their own concessionary fares for the old, blind and disabled if he gets in. This, and persistent pressure from Mr. Edward Short, M.P.. and certain councils, have convinced ministers that they ought to act.
