If Philip Stanford, trading as Wolverley Plant Hire, does not pay fines and costs totalling £19,145 by 5 September, his licence will be revoked and he will be disqualified from holding or obtaining an Operator's Licence.
West Midland Licensing Authority John Mervyn Pugh issued the warning when adjourned a Birmingham disciplinary inquiry for further financial evidence to be produced.
The LA was sitting with a DOT financial assessor, and the financial evidence was heard in private at Stanford's request.
Mervyn Pugh said that he was greatly concerned about the unpaid fines for fly-tipping, and he would require evidence that they had been paid in full in September.
Stanford, of Kingsford Lane, Wolverley, Kidderminster, also faces environmental representations from neighbouring residents against the renewal of his licence, which authorises the operation of nine vehicles and three trailers.
