Which of the following most accurately describes the problem?

I READ THE ARTICLE in CM (6 January) about the impending LEZ Euro-4 deadline in January 2012 with interest. One thing that should be considered is retrofitting vehicles with Emiinox exhausts, which would make older vehicles compliant to the new emission controls.

As there is a pending shortage of Euro-4 vehicles and the premium paid will be inflated due to this, companies may not be ready to get rid of their Euro-3 vehicles as they could have plenty of kilometres still in them. Surely this would be a better option?
