Vehicle examiner Brian Hayhurst gave evidence before North Western Deputy Licensing Authority John Levin that since 1992 two immediate and three delayed prohibitions had been placed on the company's vehicles and trailers.

Indicating that he felt that all that was necessary at this stage was to issue a public warning, Levin accepted the situation was improving and that the approved maintenance system had been put in.
