One factor which is causing resentment is that there is no apparent bar on applicants from south of the Border. When Mr Bottrill's old job at Portsmouth was vacant, for example, applicants from Scotland were specifically excluded.

This fairly common process in England and Wales does not, apparently, work in reverse.

The only one of the three posts which has been filled — and without the need for national advertising — is that at Grampian. This has gone to Mr Tom Marsden, gm at Aberdeen. Mr Marsden explained to CM this week that though details of his new post were made known to local government officers in.the new region he was the only candidate interviewed. Mr Marsden said that the new Grampian Regional Council area would cover an area with 300,000 to 400,000 population of which Aberdeen, with 185,000, was by far the largest urban area. He said that his new duties would involve co-ordination of all public transport within the area.

The third regional council Tayside will have as its largest bus operator the Dundee municipal undertaking. However the post, which is now being advertised at a salary of £2,200-E8,600, will not go to the gm there, Mr Bill Russell. He is due to retire shortly.
