When Christopher Heaps, the South Eastern and Metropolitan Traffic Commissioner, decided to step down from his role, he told the press that the creation of VOSA was open to a legal challenge from anyone arguing that their human rights had been infringed.
Transport lawyer Andrew Woolfall says money is one reason why this hasn't happened yet, adding: "There's scope for a lot of legal arguments with Public Inquiries and infringements of human rights, but you need a client with very deep pockets. You would need to start looking at the Court of Appeal and the huge financial implications that brings."
