TROs are covered by the Road Traffic Regulation Act 1984. There are three types: Permanent remaining in force until superceded or revoked. Details of
these must be published in a local newspaper; give objectors 21 days to make representations and hold a public inquiry if the TRO would restrict the passage of public service vehicles or prevent the loading/unloading of vehicles if an objection has been made.
Experimental lasting up to 18 months, with extensions required.
• Temporary orders including footpaths, cycle tracks and roads open to all traffic. Implemented during roadworks or to lessen danger to the public. They can last up to 18 months with extensions in certain circumtances.
Once an order is made the regulations require (among other things) that a notice is placed in a local newspaper; that objectors are notified in writing and traffic signs are placed on/near the road while the TRO is in force.
