Which of the following most accurately describes the problem?

affiliated to the Co-operative Union have received a reCommendation from that unioe. stating that, in employing outside road-transport contractors, they shall insist upon compliance with the conciliation agreement.

This step has been taken at the request of the Transport and General Workers Union. It is pointed out that there is no complaint against the societies as employers, as they invariably pay at least the recognized figures. Subject to the societies agreeing to employ only those contractors whose staffs receive the approved rates, it is understooci that, in the case of action being necessary in any area, co-operative-society traffic will continue.

Opposition to Interference With Ancillary Users.

In the report of the executive council of the Association of British Chambers of Commerce for 1935-6, attention is drawn to the work of the home affairs committee, which has given consideration to various questions in connection with road and rail transport. The chambers, it is stated, expressed almost unanimous opposition to any interference with the existing rights of ancillary users.

Vehicles operated by ancillary users are an integral part of the machinery of production and distribution, and independent control of these services would entail serious dislocation of business and continuous economic loss. Although it is felt that co-ordination is ultimately desirable, it is suggested that, before further steps in this direction can be contemplated, there must he a lull inquiry into the character, organization, methods and potentialities of the various forms of transport.
