in some cases outside them. This would allow the provision of works' and schools' services in any place they are required.
The third is a power already enjoyed by some local authorities. The Government considers that, in the interests of passenger transport co-ordination, it should be extended to all.
The new nationalized transport body proposed at this late hour is the State Shipping Company, a joint subsidiary of British Railways and the NFC, grouping together the shipping services of the railways and NFC (the latter being taken over from the THC).
This will include all BRB and THC shipping services, both passenger and freight— except those being transferred to the Scottish Transport Group—and those BRB harbours wholly or mainly used by BR.
Since the railways' assets are far greater than the THC's, the Railways Board will have a 90 per cent shareholding in the Shipping Company, with the NFC holding the other 10 per cent and representation on the Board.
It is proposed that the railways should be given the power to operate new shipping services through the joint company, with the consent of the Minister, thus giving them powers to match those enjoyed by the THC.
This will give the new company the ability to generate new services to cash in on the continued development of containers, roll-on/ roll-off and other types of advance.
Footnote: The dream that quantity licensing might be strangled at birth over a vast area of the country turned out to be an illusion. The Government's amendments smartly delete the exclusion of Devon, Cornwall and the development areas which somehow slipped through in Committee when the Labour side failed to say "no" at the right time.
