THE EUROPEAN Commission was due to reveal a shake-up of the regulations covering access to the occupation of road transport operator and to the road haulage market yesterday (Wednesday 23 May): Brussels believes significant changes in the internal road transport market since the present directive was approved in 2002 have led to: • a distortion of competition • a growing number of non-resident undertakings "poorly complying with road safety and social rules" • mistrust of operators from other EU countries. The EC says this means the advantages of a common internal transport policy had not materialised.

EC officials say the new regs will "clearly lay down the professional standards required of truck drivers", as well as setting safety and environmental standards and establishing the maximum working hours consistent with these objectives.

The regulations are designed to make it easier for road safety campaigners to take action against the governments of countries suspected of recruiting low-cost, poorly qualified or inexperienced drivers.
