"nNE of the most astonishing state
ments ever to emanate from a Government spokesman" is the description applied by the British Road Federation to a recent pronouncement by Lord Lucas, Parliamentary Secretary to the Ministry of Transport.
In his speech Lord Lucas is reported to have said that he was not convinced that roads were a major factor in accidents and that £300 m. had been spent on toad improvement since 1945. In its statement, the B.R.F. accuses Lord Lucas of refusing to face facts.
On the day he spoke (November 15), Mr. Barnes in the House of Commons said that the best solution of an accident problem, which the House was then discussing, was to improve the road layout.
Furthermore, continues the Federation, the figure actually spent on road improvement since 1945 was 120 m., although motor and fuel taxation amounted to £220 m. this year, of which £26 m. was being spent by the Government on road work of all kinds.
