Which of the following most accurately describes the problem?

Joseph, Director of Transport 2000, that "transport costs are marginal for most businesses" (CM 3-9 November) is extraordinary. In 1987 users' expenditure on road freight transport amounted to 227.2 billion. A reduction of just a couple of per cent in transport costs could save British industry 21 billion a year.
