1. Foreign vehIcles should cover their full UK costs based on a vehicle charge.
2. UK operators should be rebated for thls charge through fuel credits aligned to quarterly VAT returns.
3. VOSA enforcement resources should be extended and focused on drivers' hours and weight checks.
4. ANPR (automatic number-plate recognition) and WIMS (weigh-in-motion sensors) should be used more extensively, particularly on routes to the major entry ports.
5. Any new medium-term remedy must exploit existing vehicle-information systems as a holding position priortofull road-user charging.
6. Low cost, simplicity and speed are the main criteria for a post-LRUC (Lorry Road-User Charge) policy.
7. A rebate system to decoupie UK trucks from cars, or a differential truck-only diesel, is the favoured policy.
&This policy should be turned into a practicable scheme with industry input.
9. The government should be made aware of the political goodwill that is available for a modest outlay.
10. The government must measure its engagement with the road transport industry.
