Which of the following most accurately describes the problem?

Despite the rebranding of traffic wardens to civil enforcement officers (CEO) over the past three years, the job remains one of the most hated in the country.

Individually, we’re sure they are all lovely people, but collectively, traffic wardens are without doubt the vultures of the road transport industry. They prey on the vulnerable and attack at the worst possible times. The new delivery driver, still getting to grips with his route and where the delivery entrance is at each location, might struggle to park up correctly to unload on his first day, yet the CEO will pounce if he dares to outstay his welcome in a loading bay by even a second. And if you have the temerity to try to argue, they just give you that smug grin and walk off. Or worse, explain that you are welcome to appeal.
