• North Western Traffic Commissioner Martin Albu has warned operators against using the annual test as a way of finding out the condition of a vehicle, saying that any concern about failure rates would be brought to his attention.
The Commissioner decided not to take any action against the licence of Chesterfield-based G&F Preston, trading as GP Transport, and renewed it for six vehicles and four trailers at a Manchester public inquiry Vehicle examiner Terence Ferns said that during a maintenance investigation in December a prohibition notice was issued to a trailer and defect notices to two vehicles. The annual test history was unsatisfactory, some vehicles having received prohibitions at the test centre. Other prohibitions had been issued at road-side checks. Vehicles and trailers seemed to be maintained to minimum standard.
Graham Preston, a partner, said that they no longer used a freelance fitter as maintenance had been contracted out in December. Minor repairs were undertaken by two fitters employed by the firm. The firm's other partner, Frank Preston, said they were being affected by the recession. Their accounts showed a small loss in 1992.
