:HE "STRATEGIC" high/ay authorities which have een added to the Governlent's plans to abolish the six ietropolitan counties and the ireater London Council are ladequate, according to the reight Transport Associaon.
Its initial enthusiasm (CM, lay 18) for the House of ords amendment which reated the authorities has vaporated since it became Lear that the amendment ocs not cover all roads in the -em.
The amendment — which le Government still intends
overturn when the Local overnment Bill returns to le Commons — would -ansfer responsibility for rincipal roads in the metroAkan counties to the joint oard passenger transport ithorities being set up there.
In Greater London, the reduary body being created to ianage the GLC's assets for .e five years after its abolian, would take responsibily for principal roads. But trunk roads and otorways will be transferred the Department of Trans)rt and local roads will be msferred to the metropoli n districts and London iroughs. The PTA had already reled the idea of the pasnger transport authorities :Mg given roads powers, id its planning director, chard Turner, said: "We nnot believe that this is ogress."
It wants the Transport Sectary to act as the co-ordinar of roads policy in these nurbations, and for this to a positive duty.
