Which of the following most accurately describes the problem?

AN appeal by the London Transport Board against a grant by the Metropolitan deputy Traffic Commissioner to Mannsway Coaches for an express carriage service between Uxbridge and the Marsfactory at Slough has been dismissed.

The Minister of Transport shared his inspector's doubts whether the workers who use the Mannsway service from Uxbridge and other points would be likely to continue to work at Mars without it. He also considered that it would not be practicable to restrict the Mannsway service to the unopposed part of the application—that is, to the early morning journey from certain picking-up points only on alternate weeks, which London Transport were not in a position to provide. Any abstraction from London Transport could in the particular circumstances only be minimal, says the Minister's written decision.
