ATFs: VOSA should be required to retain a significant network of sites to ensure adequate national coverage. Fees: Any future increases in fees should only be accepted if there is greater flexibility in the numbers and times of test slots available.
OCRS: Scores made available to third parties should be accompanied by guidance from VOSA on how to interpret them correctly.
Graduated fxed penalties: Fees are too small – they should be increased.
European database: There should be a database of European operators’ safety records. VOSA performance management system: This needs to be audited and, if necessary, adjusted to ensure that support for the TCs is given due priority.
Access to ports: VOSA should have the same access rights to ports as immigration officials. This could easily be achieved by memorandums of understanding between VOSA and ports; if no agreement can be reached, ministers must legislate.
IT: Adoption of an IT system that updates information in an instant is a priority.
Ships’ manifests: The government must amend data protection regs to allow VOSA access to ships’ manifests.
