If the steering's stiff or doesn't self-centre, let the engine tick over with the vehicle stationary and then try to turn the wheel. If there's heavy friction in the linkage the engine will start to labour.
To check out the kingpin bushes, jack up the front and pull the wheels from lock-to-lock. Try to rock the wheels upwards using a large lever and feel for lift at the thrust bearings. With the brakes angled, any movement could indicate loose wheel bearings.
To find out if the bushes are simply tight, place swivel plates beneath the wheels, lower the vehicle and if the wheels are still heavy to turn, suspect the king pin thrust bearings.
In the case of a Volvo, check the taper roller bearing pre-load.
