AIf the 12-seater vehicle to which you refer

is constructed solely for the carriage of passengers and their effects and you do not carry personnel for hire or reward then it can be licensed in the same manner as a private car. Likewise, as with a private car, the carriage of effects in it would not invoke goods vehicle licensing or the keeping of records. But it would be limited to a maximum speed of 40 m.p.h. while so licensed. The amendment which came into force in August 1966 permitting an increase to 50 m.p.h. applies only to passenger vehicles having an unladen weight exceeding 3 tons or carrying more than seven passengers in respect of which a public service vehicle licence is in force. This would not apply in this case while the vehicle was licensed as a private car.
