BECAUSE of the numerous applications submitted, the question whether newcomers should be granted B licences for tipper work on the new motorways and other large building projects has been causing concern to members of the Road Haulage Association and the British Transport Commission.
The East Midland Licensing Authority. Mr. Charles Hodgson, dealt with the problem of the London-Yorkshire motorway by granting short-term licences to expire when the work was completed. In the North Western Area, where the B.T.C. have been active in opposing full-term grants to newcomers—on the ground that once a foothold is obtained the vehicles will become competitive with those of existing hauliers—the Deputy Licensing Authority, Mr. A. H. Jolliffe, is not in favour of this procedure,
At Preston last week be reserved decision on an application for a new licence for work on the Lancaster by-pass, and commented that the issue of a shortterm licence was only "pending the determination of an application," and would not be in the spirit of the Act. A licence limited to work on a particular project was a possibility, he added.
The question is difficult and many hauliers foresee that if newcomers are granted licences, whether substantive or short-term, they may be tempted to use their vehicles irregularly if the licences are withdrawn.
