Adam Purshall's verdict on the way cameras are used is damning.
'Some people see them simply as another revenue stream and put them in places where they can earn more money rather than reduce accidents.
"There are more appropriate ways to reinforce safety. Driver education campaigns are just one. Another one is flashing signs that tell you what your speed is. The trouble is, they don't generate revenue."
Purshall voices a sentiment shared by many others, that the indiscriminate use of cameras means professional drivers' livelihoods can be jeopardised for breaking the speed limit by the slimmest of margins.
"The law of averages means that professional drivers who are on the road every day are going to get caught from time to time.
"Yet people get to the stage where they face losing their licences and losing their jobs for relatively minor offences."
