Carrying out international haulage when only holding interim authority for national operation, and parking of vehicles away from the nominated operating centre, led to the refusal of a licence bid by Mohammed Samyal, of Leicester. Sarnyal applied for a licence for four vehicles and one trailer based at Southampton Street, Leicester at a Cambridge public inquiry.
Holding that Samyal failed to meet the requirement to be of good repute, Eastern DLA Philip Brown said he had also been convicted of the unauthorised use of vehicles.
