0-licence to trade. Problems of interpretation arise when the distinction between operator and contractor become blurred.
0-licences can be issued to a company, partnership or individual and may authorise the holder to use a greater number of vehicles than he currently owns. This provision is there to allow for the emergency use of additional vehi cles or for an expansion in the fleet: the additional vehicles may only be used for up to a month without placing them on the licence. Even then, the number of vehicles being used should not exceed the number authorised by the licence. The law does not permit an operator to lend or allow the use of his licence to anybody else. Nor is it open to a vehicle owner to put his vehicle on to anybody else's licence.
