• The high standards of maintenance demanded by the Transport Act and the complications of obtaining operators' licences have resulted in many owner-user fleets being transferred to road transport contractors. This was said by Mr. William McMillan, a vice-chairman of the RHA, at the RHA South Yorkshire area's annual dinner last Friday.
"Certain of our members", he continued, "have been asked to participate in a 'dummy run' application for an operator's licence using experimental forms prepared by the Ministry. It is evident from these forms that in the matter of establishing fitness to operate the Ministry is warming to its task. It seems that the outcome will be not so much a questionnaire as a grand inquisition. It looks as though the quality aspect of licensing is being approached not so much with quiet efficiency as with evangelical fervour."
