Which of the following most accurately describes the problem?

IS THE Commercial Motor Lorr Driver of the Year Competition "cultural activity?" If it is, there is every reason why the rigid drivers' hours regulations imposed on competitors by thE EEC should be relaxed at once.

The Concise Oxford Dictiona defines culture as "improvement by (mental or physical} training; intellectual development". The competitio certainly calls for mental trainir in the Highway Code and in the law and vehicle mechanics. Thi co-ordination of hands, feet an, eyes, on which the ability to drive depends, and anticipatior of other road users' actions -the secret of safe driving — are also mental as well as physical processes which are improved by training.

That being the case, there is no reason to delay in carrying out the EEC Commission's promise to Lord O'Hagan, Devon's Member of the European Parliament, to revievs the current onerous restriction; on drivers' hours.
