1 • The three-vehicle international licence held by Kenneth Maclennan, trading as Maclennan Carriers, Isle of Harris, was revoked by the Scottish Traffic Commissioner Brigadier Michael Betts at a Stornoway disciplinary inquiry.
The Commissioner heard that Maclennan's vehicles had nine prohibition notices because he had failed to keep them in a fit condition. He had also been convicted of the unauthorised use of vehicles and of an offence involv ing the use of a forged document.
Maclennan said his assets had been sequestrated because he had not been getting his money in. He had kept waiting for the lucky break but it didn't happen. The vehicles were no longer his. They belonged to the trustees. If he could raise the security he would like to buy them back.
Brigadier Betts said that he had no choice but to revoke the licence. He said Maclennan should not apply for a new licence for at least a year and advised Maclennan to get his act together first, warning that he would want to see a structured financial plan and a proper main tenance programme for the vehicles.
Brigadier Betts reminded Maclennan that there had to be capital reserves of £2,500 per vehicle for international licences and of around £2,000 per vehicle for national licences,
