AN APPLICATION described by the Scottish licensing authority as "unusual" was refused at Perth on December 19.
Mr. William W. Cook, of Angus, Brechin, withdrew his application five minutes before the court Was due to start.
"I am not prepared to accept withdrawal of an application at this late stage, and I therefore propose, in the absence . of :Mr. Cook, to refuse it", said Mr. Wells.
Of the fact that a C licence application had been called to a public inquiry, Mr. Wells said: "In this case the applicant had already been suspended, and on a later occasion his licences were completely revoked because of the generally unsatisfactory nature of operations, and in particular the state of the fleet.
"Since then, there have been various subterfuges to get the vehicles still put on the roads, as a result of which both Mr. Cook and his brother were prosecuted and fined, and as a result of which I revoked certain licences granted to his brother."
