The War Office will not accept any liability arising in these circumstances. Consequently, in August, 1945, the M.O.T. instructed the officers responsible for obtaining hired vehicles used for such a purpose to inform the operators concerned that they should insure against passenger risks, and that the insurance should include both the prisoners and their escorts.
