proposed system is a good idea in principle, but he has some reservations.
One, shared by others on the panel, is that offences that drivers or operators might currently challenge will simply be accepted in return for a quick foe and the chance to get back on the road as soon as possible.
"Some wlil think ifs not worth the bother of challenging, even if they believe they're right," warns Arthurton. -But if you do that too many times, it's likely the local Traffic Commissioner will soon be taking an interest."
Arthurton believes there will be disputes between drivers and employers over who is liable to pay— but if UK drivers are happy to see their foreign counterparts being forced to pay, they have no option but to accept the same fate.
'If this means the number of foreign drivers on our roads starts to attract the attention of Vosa then that's a good thing," he says. "At the moment, Vosa can't do anything about it."
