EASTERN AREA TRAFFIC Commissioner Richard Turf itt has warned 0-licence holders that they need to improve their health and safety records on the road.
Speaking at the Freight Transport Association Safety Conference last week, Turf itt said there was "a strong argument for road safety risks to be managed in the same
way as other work activities". He also stressed: "Health and safety duties quite clearly apply to work-connected activities while on the road, and the risks therefore need to be managed effectively, within a health and safety system."
"While employers may not exercise the same control over hazards to employees when driving or riding at work, as in the
workplace, there are practicable steps that they should take to reduce the risks."
Turfitt pointed to the duties on an employer to take into account the total number of hours worked, and not just the total number of hours spent at the wheel, when planning driving schedules as an example of where operators could improve.
