Which of the following most accurately describes the problem?

• Because of a higher demand for school transport, Cumberland education committee is considering buying its own buses. At present school services in the county are provided by private operators.

More buses will be needed because of the raising of the school leaving age and Mr G. Bessey, director of education, reported recently that it might be difficult to obtain suitable tenders for private hire on certain routes.

The committee was informed that the cost of operating its own buses was slightly less than using private hire vehicles. Buses could also be used for extra-curricular outings.
