cursed by the proximity of cheaper diesel in the Republic, Northern Irish hauliers inhabit a fiercely competitive zone only complicated by a lack of licensing rules.
"We've been working on a guide to explain the proposed changes in NI licensing to people," Phil Flanders, the RHAS director for Northern Ireland and Scotland. "They currently don't have own-account licences, which means there is
no accountability for those running these fleets. From hauliers' point of view, the fewer exemptions to own-account licence rules the better. But some fail to realise the need for an 0-licence and operating base if they wish to work in GB."
Flanders feels it is important to achieve fuel parity for Northern Ireland with the South.
"Every haulier makes a trip across the border to fill up with diesel which is 12-15p a litre cheaper. Parity would actually put more revenue into the Treasury's purse."
