Which of the following most accurately describes the problem?

TWO OPERATORS have stumped up a total of £2,500 to retrieve two trucks that were seized by Customs officers in the Orkney Islands.

Customs officers and police found red diesel in the trucks' tanks during a series of roadside checks at Hoy and Sanday between 16 and 18 August. They are still investigating a third alleged use of illegal fuel.

Steve Brassington, Customs' head of regional detection, says: "We are looking to reassure the local community that we are here to combat fraud and smuggling. During this operation we have stopped two firms from using illegal fuel and potentially putting business competitors at a disadvantage.

"The reduction in positive detections since our last visit to the Orkney Islands clearly shows that the local community has taken on board the message that misuse of oils will not be tolerated."
