application form "Without restriction of speed other than statutory speed limits"?
AThe reason that plating application forms have the section referring to vehicle speeds is that weight permitted on tyres varies according to the use to which the vehicle is put.
The Ministry of Transport works to tables of tyre loadings recently published and which give -bonusweights or allowances for tyres used on vehicles which never go fast or for long distances. The main beneficiaries are things like dustcarts, gully emptiers and so on, and it would be illogical for the same tyre equipment to be demanded for a specific weight in the case of these vehicles as is demanded in the case of a vehicle used for some parts of its life on motorways. Similarly it would be unfair to give the "bonusto one specific class of vehicle so any vehicle that never goes above 40 mph and is used within 25 miles of base can have a higher tyre load rating.
