Which of the following most accurately describes the problem?

• Strike action is again threatened by bus inspectors and depot clerical staffs employed by four municipal bus undertakings in the North East over the question of extra pay for week-end and holiday work. The transport undertakings involved. are at Newcastle, Darlington, Teesside and South Shields.

Earlier in the month when a strike was imminent, (CM January 10) the employees agreed to a suggestion by Newcastle transport committee chairman (ClIr. N. Trotter) that the dispute should be referred to arbitration. Mr. J. Mills (regional clerical officer of the TGWU) has announced, however, that the National Joint Council had refused to allow the matter to be decided by arbitration.

The Joint Council's transport advisory subcommittee is to give further consideration to extra payments to inspectors throughout the country, and Mr. Mills stated that if it maintained its previous attitude and rejected the idea, inspectors and depot staff would refuse to work at weekends.
