THE ROAD HAULAGE Association (RHA) is concerned that operators still don't know as much as they should about the upcoming London low-emission zone (LEZ), despite the coverage in Commercial Motor (London LEZ— operators have more time to comply,' CM 24 January 2008).
The 28-day grace period granted by Transport for London (TfL) counts from the first time a noncompliant vehicle enters the LEZ. RHA policy director Jack Semple says: "We are concerned some operators will pay the LEZ charge when they don't have to. Nobody will have to pay in February, yet we feel TfL is not publicising this."
This concern has arisen as the TfL website already includes sections entitled 'Pay LEZ Charge' or 'Pay Penalty Charge'.
Semple stresses that the grace period is not necessarily just for February:" It is from the first time you enter the zone."
A TtL spokeswoman says: "If on the 29th day of entering the zone the vehicle is still not compliant a penalty will he charged, though there will be no backdating of penalties."
