EVERY operator who seeks a new 0 licence or renews his existing licence, or who wishes at any time to carry for hire or reward, will from now on have to show that he is professionally competent, or employs someone who is.
Henry Mackie, chief enforcement officer for the South Eastern Traffic Area, told the Solent division of the Freight Transport Association, that although there had been problems in implementing the new rules, they were being resolved by the DTp.
Most staff would be considered competent by virtue of previous trans port management experience, or would be exempted by having an appropriate professional qualification.
Traffic Area Officers have been fully briefed on the new procedures and were able to advise any operator on implementation.
