Which of the following most accurately describes the problem?

IN the six months ended in September 1 last the Grimsby and Cleethorpes joint transport undertaking made £11,000 more than in the same period last year.

Reporting this to a committee meeting of the undertaking last week, the transport manager, Mr. J. Rostron, pointed out that this figure had been achieved without a rise in fares. The total for the six months was £244,727 against £233,354 last year. There were 300,000 more passengers.

Mr. Rostron warned, however, that costs were going up and there had been a new salary award and an award of more holidays. National Health contributions had also been increased. Despite this he predicted that if the traffic continued at the present level there was a good chance of the undertaking showing a good surplus at the end of the year.
