Members of the public, as well as the police and Vehicle Inspectorate, would be able to request data.
Drivers working domestically are seen as generally well-insured: the database could reduce the estimated 6,000 claims by foreigners each year against uninsured UK international truck drivers.
The database could be launched for car drivers this year and be extended to trucks next year. The Government and the insurance industry are also looking at insurance windscreen stickers. However, the Association of British Insurers says this idea could not be a "cure-all" because insurance does not relate to a vehicle but to its driver.
