Which of the following most accurately describes the problem?

During each of the past seven years the London "Safety First " Council has conducted an essay competition in the schools throughout the Metropolitan and City Police areas, and an indication of its popularity can be gained from the fact that the first competition attracted 41,000 entrants from 232 schools, whereas in 1923 the numbers had increased to 161,000 and 1,007 respectively. In the competition just ended no fewer than 183,000 children from 1,169 schools participated.

The prizes in the competition amounted to 151 monetary awards and 900 firstclass diplomas, and these were recently presented to the successful essayists by Lady Joynson-Hicks.
