"THERE are some features of this case which are not entirely satisfactory," said Metropolitan LA, Mr. D.I.R. Muir, when granting an application by E.W. Cowlard to add two tippers to his B licence.
Mr. Cowlard, who had three vehicles on B licence and two tippers on C licence, admitted that he had operated his C-licensed vehicles after the licences expired in October. He had not done it for his own gain, he said, but to help his customers.
The two vehicles in question had been fully employed delivering sand and ballast, but had not been able to take rubbish from sites. Many of his customers had been unable to hire other contractors because of their unwillingness to accept small loads. Mr. Cowlard would do the work, but, because only three of his vehicles were suitably licensed, delays were often caused.
