• An agreement on International Road Haulage between the governments of the United Kingdom and Spain has been signed and will come into force when the necessary statutory processes have been completed in both countries. UK hauliers will then be able to apply to the Northern traffic area office in Newcastle for a permit to make a journey to Spain; in the meantime applications for licences should continue to be made to the Spanish authorities. The agreed quota of 2000 journeys a year by Hullers of each country should be adequate for UK needs. Except for certain specialized traffics, permits will be required for all journeys between the two countries or in transit through either.
