issued with a pass certificate. When I went to the local area traffic office to obain my full licence I was asked to pay a further £3, even though I had paid for the provisional licence only one month before. My request for a refund on the provisional licence was refused. Could you explain why?
AThe pass certificate in conjunction with a provisional licence, entitles the holder to drive hgv until the expiry date of the licence. It allows him to dispense with L plates and to drive unaccompanied, but not to supervise learner drivers. Because you chose to get your new licence before the old one ran out, you forfeited the remainder of the provisional licence fee.
